Is severe distress, excessive debt, and lack of savings while abroad caused by envy or by the husband not praying, and what should be done to improve the circumstances?

Sins are among the greatest causes of affliction and the removal of blessing from sustenance, and abandoning prayer is one of the gravest sins. Your husband's abandonment of prayer may be the cause of his distress and the removal of blessing from his sustenance. Envy may also be one of the calamities that occur due to sins. Therefore, he must hasten to repent and be diligent in performing ruqyah (Islamic exorcism), dhikr (remembrance of Allah), and supplication. You should advise your husband, remind him of uprightness, especially concerning prayer, and frequently supplicate for him, seeking assistance from people of virtue. If he does not repent, it may be better for you to separate from him and seek divorce, as there is no good in living with a man who severs his connection with his Lord. The فسق (impiety/transgression) of the husband is one of the permissible grounds for seeking divorce.
