It is a condition for the permissibility of wiping over the khuffayn (leather socks) that they be worn after a water-based purification. Wiping over them is not permissible if they were worn after tayammum (dry ablution), because the purification of tayammum does not pertain to the feet, and it is a purification of necessity that does not remove the impurity.
