The قطع الماء في البيت (water قطع in the house) is not an excuse that permits (dry ablution) as long as you are able to obtain it. If you perform tayammum while water is available, your tayammum is invalid, and you must repeat the prayer. It is not permissible to wipe over the khuffayn (leather socks) for someone who purified themselves with tayammum, according to the majority of scholars, because tayammum is a permit (mubih) and not a remover (rafi') of impurity. Perhaps the opinion of the majority is more preponderant, because purification by tayammum is a purification of necessity and is incomplete and does not remove impurity.
