What is the advice directed to pilgrims who harm people with forbidden acts such as smoking or playing loud music?

Harming Muslims is forbidden. Allah, the Almighty, says: (And those who harm believing men and believing women for [something] other than what they have earned have certainly borne slander and manifest sin). If the harm is caused by smoking or music, then the sin is greater, for singing is forbidden, and it is among the "idle talk" mentioned in His saying, the Almighty: (And among the people is he who buys idle talk to mislead [others] from the way of Allah without knowledge and takes it in ridicule. Those will have a humiliating punishment). As for smoke, it is noxious and harmful to health, and those who are knowledgeable have unanimously agreed upon its harm. Allah, the Almighty, has permitted good things and forbidden evil things. Allah, the Almighty, says: (They ask you, "What has been made lawful for them?" Say, "All good things have been made lawful for you"), and in describing His Prophet, He says: (and makes lawful for them the good things and prohibits for them the evil).
