Is it obligatory for the son and brother, on whose behalf no Aqiqah was performed, to purchase and slaughter three sheep and feed the poor from the family with the money available to them?

The Shafi'is are of the opinion that it is desirable for a person to perform the 'Aqiqah (definition) for themselves if the guardian did not do so, in order to make up for what was missed. This is supported by what Al-Tabarani narrated from Anas, that the Prophet, peace and blessings be upon him, performed 'Aqiqah for himself after he was commissioned as a prophet, and Al-Albani authenticated it. It is recommended by the majority of jurists to cook the entire 'Aqiqah, but it is permissible to distribute it without cooking.
