Is it obligatory to refuse a job opportunity in a government company that requires a medical examination of the two major private parts, or is that considered a necessity?

It is unlawful for a man to look at the 'awrah (private parts) of another, except out of necessity or need, such as for medical treatment. Joining a job is not a necessity that permits the uncovering of the severe 'awrah, unless the general public medical interest necessitates it, or if the need for the work is urgent and it is difficult to find a suitable alternative. Necessities permit the prohibited, as stated in the Almighty's saying: "But whoever is forced by necessity, neither desiring [it] nor transgressing [its limit], there is no sin upon him." (Al-Baqarah/173), and His saying: "while He has explained in detail to you what He has forbidden you, except that to which you are compelled." (Al-An'am/119). Those in charge of these matters must search for alternatives to medical examinations that preserve the 'awrah of Muslims.
