Is it obligatory to move from areas prone to potential earthquake risks, taking into consideration the two noble verses: "Wherever you may be, death will overtake you, even if you should be in towers of lofty construction" and "And do not throw [yourselves] with your [own] hands into destruction"?

It is permissible for a Muslim to flee and save himself, his family, and his wealth from calamities he fears, and it may be obligatory to save oneself. A Muslim relies on Allah and takes the necessary precautions, because these precautions are part of Allah's decree, as Allah Almighty says: (And take your precautions), and the Prophet, peace and blessings be upon him, said: "Tie it and then rely [on Allah]." And just as Umar ibn al-Khattab fled from the plague, saying: "We flee from the decree of Allah to the decree of Allah." Thus, directly taking legitimate precautions to avert harm does not contradict faith in divine decree; rather, it is part of Allah's decree.
