Is it permissible to use temporary lip-enhancing cosmetics and paints for adornment, and is this considered altering Allah's creation, or is it analogous to colored contact lenses?

There is no religious impediment to using cosmetics and lotions if they are pure and their use does not result in harm. This does not fall under the prohibited alteration of Allah's creation. However, it is not permissible for a Muslim woman to use them in front of non-mahram men or to display her adornment to them.
