This is not considered altering Allah's creation because it is not permanent or lasting, similar to henna and wars (safflower). It is permissible to use eyebrow pencils and creams that cover blemishes, as long as there is no deception involved. As for creams that temporarily whiten the skin and wash off, there is no harm in them, unlike permanent skin whitening.
