Is it permissible for my un-veiled friend, who regularly performs the obligatory and supererogatory prayers and recites the Quran from her phone, to complete a full recitation of the Quran without wearing a hijab?

Allah rewards good deeds and punishes evil deeds. Reciting the Quran and performing prayers are good deeds, whereas displaying oneself immodestly (tabarruj) is an evil deed. A woman who displays herself immodestly, yet recites the Quran and prays, hopes for reward for her obedience, but her immodest display is a sin that exposes her to punishment. She must repent from displaying herself immodestly and wear the hijab. Duplicity in obedience is not characteristic of a believer. Allah condemned the Jews for this, saying: "Then do you believe in part of the Scripture and disbelieve in part? And what is the recompense of those who do that among you except disgrace in the life of this world; and on the Day of Resurrection they will be sent back to the severest of punishment." So, how can a woman who displays herself immodestly be keen on reciting the Quran and performing prayers yet fail to adhere to the command of the hijab?
