Is zakat obligatory on money deposited in an Islamic bank designated for marriage, on money invested in an installment sale project, and on money lent by the questioner to friends, and is it permissible to give zakat to brothers in Palestine?

Zakat is obligatory on all funds prepared for marriage expenses, or invested in a commercial project, or loaned to a friend from whom repayment is expected, once a full year has passed over them. The recipients of zakat are the eight categories mentioned in the verse from Surat At-Tawbah: "Indeed, zakat expenditures are only for the poor and the needy and those employed to collect [zakat] and for bringing hearts together [for Islam] and for freeing captives [or slaves] and for those in debt and for the cause of Allah and for the [stranded] traveler - an obligation [imposed] by Allah. And Allah is Knowing and Wise." [At-Tawbah:60]. The people of Palestine have more right to zakat than others due to their critical situation.
