What is the interpretation of Allah Almighty's saying: "The creation of the heavens and earth is greater than the creation of mankind"?

So, He who is capable of creating the greater is capable of creating the lesser. It serves as an argument against those who deny the resurrection, because the creation of the heavens and earth is mightier than recreating people; so how can they deny Allah's power to do so?
