Is a man from whom fluid is constantly being discharged and who performs ghusl from it excused from not attending congregational prayers?

If a man can prevent the mosque from being polluted and the worshippers from being harmed, then he has no excuse for abandoning congregational prayer. However, if he cannot, he is excused, and it is not permissible for him to enter the mosque, by analogy with prohibiting those who have eaten garlic from entering the mosque, because their harm is greater. Therefore, if he finds a congregation outside the mosque, he should pray with them; otherwise, he is excused for abandoning congregational prayer.
