The answer

Diabetics are categorized. For those whose health is not affected by fasting, it is not permissible for them to break their fast. For those who are affected but can make up the fast after recovery, they may break their fast and must make it up. As for those whose condition is chronic and are affected by fasting, they may break their fast and are obligated to pay the fidyah (feeding one poor person for each day). If the aforementioned woman is unable to pay the fidyah due to poverty, it is waived for her, and there is no sin upon her. Her husband is not obligated to pay the expiation on her behalf, but he may voluntarily donate food on her behalf.
