What are the implications of the Prophet, peace and blessings be upon him, combining prayers without a valid excuse, and who is entitled to combine prayers in the mosque if a legal excuse exists?

Some scholars have held that the combining (jama') mentioned in the authentic Hadith about the Prophet, peace and blessings be upon him, where he combined Dhuhr and Asr, and Maghrib and Isha in Medina without fear or travel, was a surī (figurative) combination. This means performing the first prayer at the end of its prescribed time and the second prayer at the beginning of its prescribed time.

Combining two prayers in the mosque is permissible due to: 1. Rain that wets clothes or necessitates covering the head. This permits combining only Maghrib and Isha according to the Malikis and Hanbalis. 2. Severe mud combined with darkness, according to the Malikis. 3. Strong wind on a dark, cold night, according to the Hanbalis.

This combination is a concession that includes all the congregants of the mosque, along with the obligation for an able-bodied man who hears the call to prayer to pray in the mosque in congregation.
