If you are a resident of Mecca, then the ruling for the people of Mecca applies to you. However, if you are outside Mecca and return with the intention of performing Hajj, then it is obligatory for you to enter into ihram from the miqat you will pass by, even if you are from Jeddah or Mecca. The miqat for the people of Egypt is Al-Juhfah.
