Is what befalls the group who cannot find a spouse merely a test of obligation, or is it both a test of obligation and a divinely decreed test?

If a person in need of marriage faces both a predestined and a religious trial, and there is an external impediment preventing him from marriage, such as poverty, illness, travel, or imprisonment, then this trial might be for elevating his ranks, increasing his good deeds, and purifying the believer. Or, it might be a punishment and an expiation for his sins.
