The basic principle is that it is not permissible to build a mosque next to another mosque, unless there is a need. If the construction leads to disunity among Muslims, it is a "Masjid al-Dirar" (mosque of harm) and must be demolished. However, if there is a need, such as a large population or a dangerous path to the existing mosque, then it is permissible to build a new mosque, even if it is close. If no such need exists, the second mosque must be demolished.
