What is the ruling on writing and publishing a recreational novel in English in foreign countries if it is completely devoid of anything that violates Islamic law?

There is no harm in writing entertainment novels as long as they are free from what the Shari'ah prohibits, and the basic principle in these matters is permissibility. It is better to utilize writing in calling to Islam and serving the religion.
