It is permissible to recite the Qur'an from a paper or a Mus'haf during prayer when there is a need, such as to repel whispers (waswasah). This is the madhhab of the Shafi'is and Hanbalis. The Mus'haf should be placed on a stand to minimize movement. It has been reported from the Salaf that it is permissible to recite from the Mus'haf during prayer, as mentioned by Imam Ahmad and Az-Zuhri. Sheikh Ibn Baz also permitted it if there is a need, such as for one who has not memorized the Qur'an for Tarawih prayers or to prolong the recitation in Fajr prayer, while encouraging memorization of the Qur'an.
