What is the ruling on being named "Balat," which is believed to mean "oath by Al-Lat"?

Al-Lat is the name of a pre-Islamic idol. Naming someone with this name with the intention of glorifying the idol is major shirk (polytheism) that necessitates repentance and changing the name. However, if the naming was coincidental and unintentional, the name must still be changed because it belongs to something worshipped other than Allah. In the described case, if there is no certainty or strong presumption that the naming was intended for seeking refuge with the idol or swearing by it, then it is preferable to change the name to a praiseworthy one, such as Abdullah or Abdul Rahman.
