What is the ruling on a paraplegic young man who cannot ejaculate naturally undergoing a penile implant and using artificial insemination (IVF)? Is this considered a necessity for him? Is it better for him to marry or to forego marriage? And does the verse, "And let those who find not [the means for] marriage abstain until Allah enriches them from His bounty," apply to him?

It is permissible for a man who is unable to engage in sexual intercourse to marry if he discloses his condition to the woman and she agrees. A woman who has no sexual desire or is elderly might accept him. Sheikh Ibrahim bin Muhammad bin Salim bin Dhawyan al-Hanbali permitted this. Scholars have differed regarding whether it is recommended for someone who has no sexual desire to marry or not.
