What is the ruling on memorizing the Holy Quran for the purpose of obtaining a full exemption from university tuition fees?

It is not permissible for the intention behind memorizing the Holy Quran to be for a worldly gain, as the Prophet (peace be upon him) said: "Whoever learns knowledge by which the Face of Allah عز وجل is sought, but he does not learn it except to acquire a worldly gain, will not find the fragrance of Paradise on the Day of Resurrection." The intention behind memorization must be purely for the sake of Allah Almighty, so that the memorizer of the Quran may attain the good of this world and the Hereafter.
