The answer

Shaving or shortening the hair is a ritual of Hajj and Umrah, according to the more preponderant opinion. One's state of Ihram in Umrah is not exited except by it [shaving] or by shortening the hair. Therefore, whoever has not exited Ihram by either of these two actions remains in their state of Ihram. It is obligatory for those who remain in their state of Ihram to hasten to exit it by the brother removing his clothes and wearing the Ihram garments, then shaving or shortening his hair with the intention of exiting Ihram. The mother should shorten her hair with the same intention. Any prohibitions they committed due to ignorance are excused, except for those that involve destruction, such as cutting hair or clipping nails, for which a ransom (fidyah) is due.

If the brother contracted marriage before exiting Ihram by shaving or shortening the hair, his marriage is invalid according to the majority of scholars. He must separate from her until he renews the marriage contract in the presence of her guardian and two just witnesses.
