Is it permissible to travel to non-Muslim countries to attend medical conferences, knowing that the primary goal is to obtain a higher financial allowance, that the scientific content adds nothing new, and that travel to Muslim countries is possible but with less financial compensation?

It is not permissible to travel to non-Muslim countries to attend a conference if a similar one exists in Muslim countries, unless there are scientific benefits and additions that are not found in Islamic conferences. If the employer grants travel allowance for participation without stipulating the absence of a less costly alternative, then it is permissible for the physician to take it, while fearing Allah and safeguarding oneself from temptations. However, if the employer stipulates the necessity of what is offered at the conference or the absence of a parallel conference in an Arab country, then its conditions must be observed, in accordance with the Almighty's saying: "O you who have believed, fulfill [all] contracts," and the Prophet's (PBUH) saying: "Muslims are bound by their conditions."
