What is the ruling on a woman traveling without a mahram to attend international forums abroad to present her doctoral work?

It is not permissible for a woman to travel without a mahram, due to the saying of the Prophet, peace and blessings be upon him: "It is not lawful for a Muslim woman to travel for a night's journey unless a mahram is with her." Attending academic conferences is not a necessity that permits travel without a mahram.
