Allah has forbidden usury and has threatened those who deal in it with war from Him. The Prophet, peace and blessings be upon him, considered it one of the seven destructive sins. There is no difference in the prohibition of usury between a small amount and a large amount, and it is forbidden for individuals, societies, and states. It is not permissible to engage in it except in extreme necessity that leads to destruction or severe hardship, as Allah Almighty says: "And He has detailed for you what He has forbidden you, unless you are compelled to [eat] it."
