To what extent is the hadith sound that Abu Nu'aim narrates in Al-Hilyah from Wathilah ibn Al-Asqa', in which Allah says: "My mercy shall not be attained by whoever does not befriend My allies and antagonize My enemies"?

The hadith was narrated by Abu Nu'aim and Al-Tabarani. Al-Haythami said about it: "It contains Bishr ibn Awn, who is accused of fabrication." Ibn Hibban said about Bishr ibn Awn: "He narrated a recension containing six hundred hadiths, all of which are fabricated." His shaykh, Bakkar ibn Tamim, is unknown. Therefore, this hadith with this chain of narration is not authentic.
