How sound is the Hadith: "If Allah had willed not to be disobeyed, He would not have created Iblis," and is Al-Albani's statement that Ibn Taymiyyah was mistaken in deeming it weak correct?

The hadith containing a dialogue between Abu Bakr and Umar - may Allah be pleased with them both - in the presence of the Prophet, peace be upon him, concerning good deeds and evil deeds from Allah, and what was mentioned therein about the disagreement between Jibreel and Mika'eel, and then the issue of Israfeel, "is a fabricated, invented hadith by consensus of the people of knowledge." Ibn Kathir found it strange, and Shaykh al-Islam Ibn Taymiyyah ruled it to be fabricated. Al-Hafiz Ibn Hajar described it as "a Munkar (denounced) report" with weakness in its chain of transmission. Ibn al-Jawzi included it in his collection of fabricated hadiths, stating: "This hadith is undoubtedly fabricated." While Al-Dhahabi described it as "a false report." Shaykh Muqbil al-Wadi'i mentioned this hadith in his book "Ahadith Mu'allah Dhahiruha As-Sihhah" (Hadiths with Hidden Defects, Outwardly Seeming Authentic), saying: "None of it is authentic."

Al-Albani held that Muqatil ibn Hayyan is trustworthy, and that Shaykh al-Islam Ibn Taymiyyah perhaps mistakenly thought he was Muqatil ibn Sulayman al-Mufassir (the exegete), who was accused (of fabrication), hence he ruled it fabricated. Al-Albani added that the hadith contains no accused narrator nor any objectionable text. However, it has been established that Muqatil ibn Hayyan al-Nabati did not mention Amr ibn Shu'ayb among his teachers or students. Therefore, the more correct view is what the Huffaz (hadith masters) and Imams ruled concerning the weakness of the hadith when attributed to the Prophet (marfu'), and that it is from the words of Umar ibn Abd al-Aziz.
