Is "If the Arabs are mighty, Islam is mighty, and if the the Arabs are abased, Islam is abased" a prophetic hadith or a fabrication?

The Hadith narrated by Abu Ya'la from Jabir (may Allah be pleased with him) that the Prophet (peace be upon him) said: "If the Arabs are humiliated, Islam is humiliated," was authenticated by Al-Iraqi and Al-Manawi. It is mentioned that its chain of narration includes Muhammad bin Khattab Al-Basri, whom Al-Azdi deemed weak while Ibn Hibban deemed him trustworthy. It also contains Ali bin Zayd bin Jud'an, who is weak. Al-Albani declared this Hadith weak.
