Does a false declaration of divorce count as news, such that it does not religiously take effect, or does it religiously take effect and accept affirmation and denial?

"Khabar" (a statement/news) is that which inherently admits of being true or false. This does not, however, undermine the validity of the words of Allah Almighty and His Messenger, peace and blessings be upon him, because their statements do not admit of being false in consideration of the one who conveyed them. This definition has been preferred by Sheikh Ibn 'Uthaymeen and Ibn al-Qayyim.

Therefore, if a person falsely acknowledges a divorce, his acknowledgment admits of both truth and falsehood, and he will be held accountable for it outwardly. However, between him and Allah, that which is reported falsely does not become true by virtue of being reported. Thus, his divorce does not take effect inwardly.
