Should a child be washed and prayed over if they were 8 years old?

The child is to be washed and prayed over according to the general consensus of scholars, without any disagreement. If a prayer is offered for the child, then forgiveness should not be invoked for him because he has committed no sin. Rather, forgiveness and mercy should be invoked for his parents, as the Prophet, peace and blessings be upon him, said: "The child is prayed over, and forgiveness and mercy are invoked for his parents."
