Is it considered forbidden for a mother to lie to her neighbor, who daily asks her for things, by telling her “I do not have” while she possesses what was asked for?

Allah the Almighty has forbidden lying and commanded kindness to neighbors and beggars, even if they are wealthy. In the Hadith: "And beware of lying, for lying leads to immorality, and immorality leads to the Hellfire. And a man continues to lie and seek out lies until he is written as a great liar with Allah." And His (Allah's) saying: "And worship Allah and do not associate anything with Him, and be kind to parents and to relatives, orphans, the needy, the near neighbor, the distant neighbor, the companion by your side, the traveler, and those whom your right hands possess." And His (Allah's) saying: "Righteousness is not that you turn your faces toward the East or the West, but [true] righteousness is [in] one who believes in Allah, the Last Day, the angels, the Book, and the prophets and gives wealth, in spite of love for it, to relatives, orphans, the needy, the traveler, those who ask [for help], and for freeing slaves." The beggar has a right even if he comes on a horse. If it is necessary not to give to the beggar, one must avoid lying and use allusions (figurative speech), as Umar said: "Indeed, in allusions there is enough for a Muslim to avoid lying."
