What is the ruling on committing indecency with young siblings and abandoning prayer, and how can one distance themselves from these actions and desires?

The grave sins of sodomy and fornication are among the greatest major sins and gravest transgressions. Their punishment is severe in this world and the Hereafter, and the punishment for committing such vile acts with maharim (unmarriageable kin) is even more severe and heinous. Furthermore, committing these immoral acts leads to numerous dangerous sexually transmitted diseases, including AIDS, viral hepatitis, syphilis, gonorrhea, and others.

Whoever has fallen into these major sins must hasten to sincere repentance to Allah Almighty, with intense remorse and a firm resolve not to return to them, and by increasing good deeds. It is also necessary to avoid being alone with a sibling, not to sleep with them in the same room, and to avoid everything that incites lust, such as vulgar magazines and forbidden glances. One must lower their gaze, in compliance with the words of Allah Almighty: "Tell the believing men to reduce [some] of their gaze and guard their private parts. That is purer for them. Indeed, Allah is Acquainted with what they do" [An-Nur: 30]. And one should increase fasting, for it has an effect in curbing lust, as the Prophet (peace be upon him) said: "O young men, whoever among you can afford to marry, let him do so, for it is more effective in lowering the gaze and guarding one's chastity. And whoever cannot afford it, let him fast, for it will be a shield for him."

Remember that your body parts will testify against you on the Day of Judgment for what you have done, as Allah Almighty says: "Until, when they reach it [the Fire], their hearing and their eyes and their skins will testify against them of what they used to do. And they will say to their skins, 'Why have you testified against us?' They will say, 'Allah has made us speak, He who makes all things speak; and He created you the first time, and to Him you are returned'" [Fussilat: 20-21]. Avoid being alone with yourself, and fill your time with good deeds such as reciting the Quran, remembrance of Allah (dhikr), and prayer. Join Quran memorization centers, and associate with righteous youth. Avoid the company of evil individuals, and supplicate to Allah Almighty for chastity during times when prayers are answered, and perform prayers in their proper time in congregation.
