What is the ruling on the science of eugenics (improving breeds), and is it permissible? If it is permissible, what are God's blessings upon us in terms of creation, considering that this science can determine the extent of a being's strength, intelligence, and so forth?

The science of eugenics was associated with dangerous and racist ideas before World War II, and it entailed risks and Shariah prohibitions, even though it contains some permissible therapeutic and preventive measures. The resolution of the Islamic Fiqh Academy stipulated that it is not permissible to use genetic engineering tools to tamper with a human's personality or to interfere with the structure of genes under the pretext of improving the lineage. It is also not permissible to conduct research or treatment related to human genes except out of necessity, after evaluating the risks and benefits, and with Shariah approval, while maintaining confidentiality and human dignity. Contemporary scholars have differed on the ruling regarding genetic intervention to modify inherited traits for lineage improvement (such as changing skin color or increasing intelligence). Most of them have forbidden it, which is the view preferred by Dr. Abdullah bin Jabir Al-Juhani, while some have permitted it.
