Is a father who drinks alcohol, does not pray, and does not fast considered a disbeliever (kafir), and will ongoing charity (sadaqah jariyah) reach him if his daughter gives it on his behalf?

Charity given on behalf of someone who does not pray will benefit them, according to those who do not consider such a person a disbeliever. The questioner should invite his father to prayer by every legitimate means, through encouragement and deterrence, and by winning his heart with gifts, while supplicating for his guidance.
