Is it permissible for those coming from Europe via Jeddah to assume ihram for Hajj from Medina?

Whoever intends to perform Hajj or Umrah, and passes by one of the legally designated Meeqats, or comes parallel to it by air, land, or sea, must enter into Ihram from that point and not pass beyond it without Ihram. The Meeqats are: Dhul-Hulayfah for the people of Madinah, Al-Juhfah for the people of Sham, Qarn Al-Manazil for the people of Najd, and Yalamlam for the people of Yemen. These Meeqats also apply to anyone who passes through them, even if they are not from the people traditionally associated with that Meeqat. So, whoever passes the Meeqat without entering into Ihram is obligated to offer a sacrifice (dam) according to the majority of scholars, even though some jurists permit it with disapproval (karahah).
