What is the meaning of the the name "Mashari," and is it permissible to name someone with it Islamically, and if not, is it obligatory to change it?

"Mashri" is the passive participle form of "sharā," which is an antinym in the Arabic language. It is said, "sharā ash-shay’a" if he sold it, and "sharāhu" if he bought it. Thus, the meaning of "mashri" is either "the sold" or "the bought." There is no religious impediment to naming with it, because it does not contain anything that contradicts creed, nor is it among the ugly or religiously forbidden names.
