Is it obligatory to reduce alms and donations to accelerate the repayment of a usurious bank loan, and is Zakat due on surplus money while this loan exists?

You must repent to Allah Almighty for borrowing with usury. If you can pay early in exchange for the annulment of usurious interest, then proceed with that, and do not give charity over it. However, if that is not possible, then you may give charity. To know the effect of debts on the obligation of Zakat, refer to Fatwa No. 100534.
