If it is for a permissible benefit, such as dwelling, then it is permissible for both Muslims and non-Muslims, and the sin of the transgression falls upon the perpetrator, not on the owner of the house. However, if it is for a forbidden benefit, such as selling alcohol or committing adultery, then renting is forbidden. So, if the tenant wants the house for lawful dwelling, it is permissible. But if he intends to commit indecency therein, then it is not permissible to rent it to him.
