Should people be informed about the necessity of safeguarding the names of angels from neglect and defilement from the outset, or only upon witnessing them neglecting them?

Every paper on which something from the Qur’an, or the Prophetic Hadith, or a name of Allah Almighty, or names of His prophets, or His angels is written, must be protected from desecration. Informing people of this ruling is required because it is a notification of matters of Islamic law, and it may be obligatory when a reason exists, such as desecration.
