Is it permissible to take a loan from the Unemployment Combatting Authority in Syria, repayable over 6 years with a diminishing interest rate, knowing that the interest is mentioned as "staff fees" but is given under the name of interest?

"A loan with interest is usury (riba), which is forbidden, and Allah has declared war on those who deal in it. Allah says: 'O you who have believed, fear Allah and give up what remains [due to you] of usury, if you should be believers. And if you do not, then be informed of a war [against you] from Allah and His Messenger.' It is not permissible to deal in it except for the one in dire necessity, and your situation does not make it permissible to deal in it."
