Proposed solutions: 1. Marriage: That your sister and the fornicator get married after their repentance. 2. Managing the Situation: Continuously advise and urge her to repent, and restrict her access to illicit paths, such as preventing her from attending university until she becomes upright, or having her father accompany her only on exam days. 3. Changing the Environment: Transfer her to another university, as a new environment might help her to repent and become upright.

Debating concealment versus exposure does not solve the problem, and publicizing her sin does not deter the girl and may yield counterproductive results. The Prophet forbade shaming the fornicatress even while ordering her flogging, and a believer conceals and advises. As for spreading defects, it is forbidden.
