The answer

If a man divorces his wife before consummating the marriage, and he had specified a mahr (dowry) for her, then she is entitled to half of the paid mahr and half of the deferred mahr, based on the Almighty's saying: (And if you divorce them before you have touched them and you have already specified for them an obligation [i.e., mahr] - then for them is half of what you specified - unless they [the women] forgo it or he in whose hand is the marriage contract [i.e., the husband] forgives [her the half or pays her the full amount]) Al-Baqarah/237. The mahr is halved whether the wife has received it or not, as long as it has been specified and determined. There is no harm if either party waives their share for the other.
