Should the prayer be performed as if traveling or as a resident in Europe (lands of disbelief) for official residents?

Prayer is shortened only when traveling, based on the verse: "And when you travel throughout the land, there is no blame upon you for shortening the prayer." Whoever stays four days or more during their journey must complete the prayer, and the ruling of travel ceases for them. The same applies to a permanent resident. Therefore, prayer in Europe for official residents is performed as a resident's prayer (complete). It must be noted that residing in lands of disbelief is not permissible except in cases of extreme necessity, as the Prophet (peace be upon him) said: "I am innocent of every Muslim who resides among the polytheists."
