Please explain the term "religious tolerance."

The term "religious tolerance" has multiple meanings. If it refers to accepting other religions besides Islam as paths leading to God, then it is disbelief (kufr); because Allah Almighty says: ﴿And whoever desires a religion other than Islam, it will never be accepted from him, and in the Hereafter, he will be among the losers.﴾

However, if it refers to Islam's acknowledgment of other religions for their adherents, provided they maintain peace with Muslims and pay the jizyah, then it is a legitimate term. Islam does not compel anyone to embrace it, and it enjoins good conduct with all people, except those who are hostile. It also permits giving voluntary charity to disbelievers.

The People of the Covenant (Ahl al-Dhimmah) have the same rights and obligations as Muslims. They have the right to reside securely, and it is incumbent upon the Imam to protect and defend them, and to prevent any injustice or harm from befalling them.
