It is sufficient for you to wipe over the splint placed on the right palm, and wash what is visible from the fingertips. Wiping over the splint is permissible when it is difficult to wash the injured limb or for fear of harm by removing it. You should wash the part of the right hand above the palm up to the elbow, and similarly, the left hand by placing it under the faucet. There is no harm in omitting rubbing, as it is a Sunnah and not an obligation.
