Is a husband sinful for preventing his wife from becoming pregnant, for fear of her being examined by a male doctor due to the scarcity of female doctors?

Procreation is a right for both spouses, and neither of them is permitted to prevent the other from it except for a valid Shar'i (Islamic legal) excuse. The fact that most obstetricians and gynecologists are men is not an excuse to prevent the wife from procreating, for several reasons: A woman may not need to see an obstetrician/gynecologist; rather, a general practitioner or a midwife may suffice. If she does need one, a female specialist may be available. And, assuming there is no female doctor, jurists have permitted women to seek treatment from a male doctor out of necessity or dire need, with specific Shar'i guidelines.
