What is the ruling on picking up money in the Sacred Mosque in Makkah, and are there specific obligations upon the person who picks it up?

The most probable view is that there is no difference between a lost item (Luqata) found in the Haram (sacred precinct) and one found elsewhere, nor between a lost item found by a pilgrim and one found by someone else. Therefore, its finder is permitted to take it, and is obligated to announce it for a full year, after which they may own it. If the father is capable of announcing it for a year and then owning it, he may do so. Otherwise, he must hand it over to the authority responsible for lost items in the Haram, such as the Lost and Found office. Ibn Qudamah mentioned in "Al-Mughni" that the apparent statement of Ahmad and Al-Khiraqi is that a lost item in the non-sacred area (Al-Hill) and in the sacred area (Al-Haram) are the same, and this is the view of Ibn Umar, Ibn Abbas, Aisha, Ibn Al-Musayyab, Malik, and Abu Hanifa. Another narration from Ahmad and Al-Shafi'i states that it is not permissible to pick up a lost item in the Haram for ownership except for one who will announce it indefinitely, citing the hadith: "Its fallen item is not permissible except for one who will announce it." The reasoning for the first narration is the generality of the hadiths and that it is a trust whose ruling does not differ between the sacred and non-sacred areas.
