Is it obligatory to prioritize making up missed prayers over completing the memorization of the Quran, performing night prayers (qiyam al-layl), and supererogatory acts, especially when there is a fear of forgetting what has been memorized if I discontinue memorization?

Whoever has to make up missed prayers, the minimum they must make up per day is two days' worth of prayers. They can make up these prayers while still memorizing and reviewing as much of the Qur'an as possible, and attending to their livelihood. It is recommended to make up a large number of missed prayers, while also diligently maintaining one's commitment to the Qur'an and the necessities of life.
